Effectiveness of E-Governance and Learning Management System in South Western States in Nigeria

Adoption of e-governance and e-learning management system in Nigeria South Western States has been considered by many as one of the techniques of improving academic performance across tertiary institutions in Nigeria with particular reference to South Western States. Several factors have limited effective implementation of e-learning management system in Nigeria South Western States and these include poor network facilities, lack of political will of the host government in providing conducive environment in South Western States so as to allow e-learning management system to achieve its purpose. The paper explored the main thrusts of th level of residents’ satisfaction on the e-government services provided by the Nigerian South Western States government, examine the socio-technical challenges of implementing E-learning in various higher institutions in Nigeria and appraise the impacts of E-learning on the quality of lectures being given to students.. To realize the central objectives, the research uses mixed methods (quantitative and qualitative) and data were collected through primary and secondary sources while the total population of the Tertiary Institutions academics and Students in South Western States. And sample size for the study was  11. The study adoptsInstitutional theory because it provide an in-depth knowledge on the cause of effect of a particular behavious and action of every individuals within the organization. The findings of the study revealed that end-users are very interested in the proper adoption and implementation of e-learning management system in South Western States but poor network facilities has really affected its operational running. The study recommended that government should make the environment conducive for proper implementation of e-learning management system and network facilities should be improved on.
